  • Address the specific pressures facing the organzation: its threats, opportunities, demands, restraints, and uncertainties.
  • Understand the organization's culture and how it directs, encourages, tolerates, or leads  to organizational behavior.

  • Clarify and communicate to organization stakeholders its organizational vision (purpose, core values, vision of a desired future) and expected principles, standards, practices, and behaviors.

  • Inspire and legitimize dialogue and decision-making in terms of the organization's core ideology, principles, and standards, and while encouraging ethical behavior and knowledge-sharing, ensure that stakeholders are able to inquire, speak, decide, and act  safely.

  • Expect, hire, orient, educate, reward, and advance so that honesty, respect, and trust abound throughout the organization, but verify expected behaviors by monitoring and audit, appropriate in kind and degree.

  • Follow-through by taking responsibility and holding people accountable, but  let the sole criteria be the organization's organizational vision, principles, and standards.

  • Evaluate and learn what works, and what hurts, in terms of measurable cultural elements and expected program outcomes.
